What a Federal Reserve master account reconciliation covers

A master account is not one stream of money. It is where almost every Federal Reserve service your institution uses settles, plus the activity of any respondents that settle through you (the due to side of a correspondent bank reconciliation). The Daily Statement of Account shows it by service, and each line on it has a different source system and a different way of going wrong. This is the usual inventory.

The Federal Reserve Banks publish the same account activity in several forms. Choosing the right one decides how much of the work can be automated, because a PDF has to be read by a person and a FIRD file does not.

Two details matter for the software choice. The FedLine Web package does not include FedNow reports, and FedLine Web Plus adds AMI with the FIRD and SASF files offered for an additional fee, so check which files your connection gives you before you plan the build. And intraday data is provisional: the Fed treats posted intraday activity as provisional except Fedwire Funds, Fedwire Securities, FedNow, National Settlement Service entries and pre-funded FedACH credit originations. An intraday match is a useful early warning. The end of day FIRD file is the record you certify against.

Why the Fed account breaks: cycle dates, not calendar dates

Most Federal Reserve account differences are not errors. They come from a calendar your GL does not share. The Fedwire Funds Service normally opens at 9 p.m. ET on the evening before the business day and closes at 7 p.m. ET. FedNow settles around the clock, every day of the year, but for accounting it uses the same cycle: 7 p.m. to 7 p.m. ET. The FedNow Readiness Guide gives the example directly: a payment that settles on June 1 at 7:01 p.m. ET has a cycle date of June 2.

Since FedNow launched, the Daily Statement of Account, FIRD and SASF have been produced seven days a week. A core that posts only on business days, or a GL that books by calendar date, turns every evening payment and every weekend into a potential difference. The Fed's own guide leaves it to each institution to decide how often it reconciles. Software lets you reconcile every cycle date without adding a weekend shift.

Service charges and daylight overdraft fees

Two fee lines on the Fed statement are small enough to ignore and regular enough to become an audit comment. Federal Reserve service charges accrue daily through the month. The Statement of Service Charges for a master account is available by the fourth business day of the following month, and the charge is applied on the 15th, or the next business day if the 15th falls on a weekend or holiday. It appears on the Daily Statement of Account as FRB Service Charges, transaction code 85010.

Daylight overdraft fees follow the Payment System Risk policy. Since March 24, 2011 the Board has charged 50 basis points, at an annual rate, on uncollateralized daylight overdrafts, and the fees are calculated and assessed for each two-week reserve maintenance period. Reconciliation software is not an intraday liquidity tool, and Bankautomation does not manage your account position. What it does is make sure every fee that reaches the statement is matched to an accrual or routed to someone who can explain it.

Most vendors quote per institution, so the first number arrives after a demo. Bankautomation publishes its prices. Usually Fedwire Funds or FedNow, because they carry the value and the evening activity. One service against FIRD is a better start than the whole statement at once.

Agree the cycle date and weekend rules

How do banks reconcile their Federal Reserve account?

Banks match the Federal Reserve activity reported in the Daily Statement of Account or the FIRD file against the systems that generated it (wires, ACH, FedNow, check and cash) and against the general ledger, by cycle date. What is the FIRD file?

FIRD, Financial Institution Reconcilement Data, is the Federal Reserve's machine-readable Statement of Account file, designed to flow into an institution's accounting system. It carries transaction detail, including Fedwire Funds and Fedwire Securities, is delivered seven days a week and is available through FedLine Direct, FedLine Command or AMI.

What is the difference between FIRD and SASF?

Both carry the end of day Statement of Account in detail. FIRD is a machine-readable file meant for straight-through posting and automated matching. SASF is the same statement as a spreadsheet file from AMI that opens in Excel. Software can read either, but FIRD is the better source for daily automation.

Does the Federal Reserve statement include FedNow activity?

Yes. The Federal Reserve Banks revised the Daily Statement of Account, FIRD and SASF to include FedNow activity, and they now generate those reports seven days a week. FedNow also provides its own Activity Totals and Activity Details reports, with 90 cycle days of history, through ISO 20022 messaging or the FedNow interface.

When does the Fedwire Funds Service business day close?

The Fedwire Funds Service normally opens at 9 p.m. ET on the evening before the business day and closes at 7 p.m. ET. FedNow uses the same 7 p.m. to 7 p.m. ET cycle for accounting, so a payment settled at 7:01 p.m. ET carries the next day's cycle date.
